This was an enjoyable episode - and one which did, like the Pilot, take dead aim at a serious problem in real-life police departments without overplaying the lesson - but it doesn’t feel like it’s expanding the scope of the story from the opening, so it just kinda…is. It uses the elements set-up in the premiere but doesn’t really build on them, and the least-inspired subplot of Boyle’s crush on Rosa is not worthy of the attention it gets. This doesn’t happen often, but I feel like this was a weaker episode than the Pilot. It’s not like this show at all other than being about police, one of whom is Andre Braugher, but it is amazing, and so is Andre Braugher.
